UNDP is committed to supporting the Government to reduce poverty levels and achieve its development goals. Under these areas, UNDP supports a number of projects and initiatives in all the regions of Uganda, including Eastern where the location of this assignment is situated.

The impact of human and environmental stressors coupled with climate change is increasing the degradation of wetlands and their associated catchments in Uganda. This is negatively affecting the livelihoods of approximately 4 million people living in and around wetland areas. In fact, over 80% of the people living adjacent to wetland areas in Uganda directly use wetland resources for their household food security needs. This project seeks to support the Government of Uganda to restore wetlands and associated catchments by promoting catchment based integrated, equitable and sustainable management of water and related resources. The project is funded by Austrian Development Cooperation and UNDP, and delivery of results is led by the Ministry of Water and Environment.

Task description
1. Ensure provision of reliable and secure driving services by a) driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and b) meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required.
2. Ensure cost-savings through proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
3. Ensure proper day-to-day maintenance of the assigned vehicle through timely minor repairs, arrangements for major repairs, timely changes of oil, check of tires, brakes, car washing, etc
4. Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, and necessary spare parts.
5. Ensure that all immediate actions required by rules and regulations are taken in case of involvement in accidents.

6. Other tasks as required.

Skills and experience
Valid driving permit with classes B, CM and DL.
Not less than 5 years of driving experience in a busy organization;
Experience with city driving and long distance up-country driving;
Excellent interpersonal, skills and demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds.
Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
Desirable: proven ability to drive manual gear 4×4 over rough terrain;
Sound security awareness;

Living conditions and remarks
Mbale city has got a total of 6 informal settlements with a population of over 39,016 people living within these areas. The settlements occupy about 335 acres of land and the majority of the settlers are tenants. A significant portion of the urban population lives in informal settlements with inadequate housing and infrastructure. The city grapples with a growing sanitation crisis, with many households lacking access to improved sanitation facilities, leading to reliance on open defecation and makeshift toilets. Many residents are low-income earners, struggling to afford basic necessities and facing high costs of living. Mbale faces challenges related to poor land records, lack of serviced land, and outdated land tenure systems. The region is experiencing climate change impacts, including increasing temperatures, delayed onset of rains, and changes in rainfall patterns, which affect water availability and agricultural productivity.

Mbale is a unique city and wetland restoration is a unique land-based activity. It provides for an interesting and enriching experience, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
